The first National Energy Efficiency Action Plan covers a total of 55 actions for buildings and services, energy, transportation, industry and technology, agriculture and horizontal issues concerning all sectors. The Action Plan, which covers technological, economic, social and environmental dimensions, takes into account innovative and best practices, prioritizes participation and stakeholder management, and is prepared within the framework of the principle of efficiency and effectiveness, also includes resource efficiency to increase competitiveness. The Plan has been developed in a flexible, measurable and updatable structure that is open to process and method innovation.
The implementation of these actions is expected to result in a cumulative energy savings of 23.9 million tons of oil equivalent (MTEP) by 2023 with an investment of USD 10.9 billion. This corresponds to a reduction of % 14 in Turkey's primary energy consumption in 2023. By 2033, the expected savings equivalent is USD 30.2 billion.

The targets of the First National Energy Efficiency Action Plan covering the period 2017-2023 were achieved as planned. Energy Efficiency 2030 Strategy and II. National Energy Efficiency Action Plan (II. NEEAP)
