Trafik \u0131\u015f\u0131klar\u0131 s\u00f6nm\u00fc\u015f, metro hatlar\u0131 duraklam\u0131\u015f, hastaneler ve belediye hizmetleri kesintiye kar\u015f\u0131 devreye ald\u0131klar\u0131 jenerat\u00f6rler sayesinde ayakta kalmaya \u00e7al\u0131\u015ft\u0131. \u015eebekenin bir anda kopmas\u0131 hem end\u00fcstriyel tesislerde hem de g\u00fcnl\u00fck ya\u015famda ciddi aksamalar yaratt\u0131.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>\u015eebekede Neler Tetikledi?<\/strong><\/h2>\n\n\n\n<p>Olay\u0131n \u00f6ncesinde, \u015febeke operat\u00f6rleri Pan-Europa Faz \u00d6l\u00e7er (PMU) sens\u00f6rlerinden gelen al\u0131\u015f\u0131lmad\u0131k frekans dalgalanmalar\u0131n\u0131 izliyordu. Yenilenebilir enerji kaynaklar\u0131n\u0131n toplam \u00fcretimdeki pay\u0131 %70\u2019in \u00fczerine \u00e7\u0131km\u0131\u015f; r\u00fczg\u00e2r t\u00fcrbinleri ve fotovoltaik paneller, klasik senkron jenerat\u00f6rlerin sa\u011flad\u0131\u011f\u0131 atalet (inertia) deste\u011fini b\u00fcy\u00fck oranda azaltm\u0131\u015ft\u0131. Bu durum, enerji ak\u0131\u015f\u0131n\u0131n ani de\u011fi\u015fimlere kar\u015f\u0131 daha k\u0131r\u0131lgan hale gelmesine yol a\u00e7t\u0131.<\/p>\n\n\n\n<p>Ayr\u0131ca s\u0131n\u0131r \u00f6tesi HVDC ba\u011flant\u0131lar\u0131nda ya\u015fanan y\u00f6netim uyumsuzluklar\u0131 etkili oldu. Fransa-\u0130spanya s\u0131n\u0131r\u0131ndaki do\u011frudan ak\u0131m hatlar\u0131 ile Portekiz-Fas-\u0130ber hatt\u0131nda denge sa\u011flanamamas\u0131, sistemler aras\u0131 g\u00fc\u00e7 aktar\u0131m\u0131n\u0131n h\u0131zla de\u011fi\u015fmesine ve kritik bir g\u00fcnl\u00fck y\u00fck hatt\u0131n\u0131n a\u015f\u0131r\u0131 y\u00fcklenmesine neden oldu. \u00d6zellikle (N-1) g\u00fcvenlik kriterlerinin tam olarak kar\u015f\u0131lanmamas\u0131, bir hat devreden \u00e7\u0131kt\u0131\u011f\u0131nda yedek kapasitenin yeterince h\u0131zl\u0131 devreye sokulamamas\u0131na yol a\u00e7t\u0131.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Kapan\u0131\u015f ve Kara Ba\u015flatma S\u00fcreci<\/strong><\/h3>\n\n\n\n<p>Kesintinin tespit edilmesinin ard\u0131ndan operat\u00f6rler, etkilenen b\u00f6lgeleri h\u0131zla izole etti ve kara ba\u015flatma (black start) i\u015flemlerine ba\u015flad\u0131. Ba\u015flang\u0131\u00e7ta hidrolik santraller kendi kendine enerjiyi yeniden \u00fcretmek i\u00e7in kullan\u0131ld\u0131. Ard\u0131ndan ad\u0131m ad\u0131m, d\u00fc\u015f\u00fck g\u00fc\u00e7l\u00fc \u015febeke segmentleri b\u00fcy\u00fck sisteme yeniden ba\u011fland\u0131. Fransa-\u0130spanya aras\u0131 ba\u011flant\u0131lar, Portekiz-Fas interkonnekt\u00f6r\u00fc ve \u0130talya \u00fczerinden yap\u0131lan enerji transferi, yeniden senkronizasyon s\u00fcrecinin bel kemi\u011fini olu\u015fturdu.<\/p>\n\n\n\n<p>\u0130lk kritik a\u015fama, enerjinin yava\u015f yava\u015f \u015febekeye pompalanmas\u0131yla ge\u00e7ti. Enerji arz fazlal\u0131\u011f\u0131na dikkat edilerek frekans dengesi korundu ve hatlar \u00fczerindeki y\u00fckler kademeli \u015fekilde art\u0131r\u0131ld\u0131. Yakla\u015f\u0131k 16 saat i\u00e7inde, ak\u015fam saatlerine do\u011fru normal enerji ak\u0131\u015f\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde geri kazan\u0131lm\u0131\u015f oldu.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>T\u00fcrkiye\u2019den Bir Yans\u0131ma: 2015 Blackout<\/strong><\/h3>\n\n\n\n<p>2015\u2019in bahar\u0131nda T\u00fcrkiye\u2019de ya\u015fanan benzer boyuttaki kesinti, d\u00f6rt ana 400 kV hatt\u0131n e\u015f zamanl\u0131 bak\u0131m nedeniyle devre d\u0131\u015f\u0131 kalmas\u0131 sonucu tetiklenmi\u015fti. Do\u011fu ve bat\u0131 bloklar\u0131 aras\u0131ndaki ani kopu\u015f, frekans dengesizliklerini tetikleyerek zincirleme ar\u0131zalara yol a\u00e7m\u0131\u015ft\u0131. \u0130stanbul\u2019dan \u0130zmir\u2019e kadar geni\u015f bir b\u00f6lge saatlerce karanl\u0131kta kalm\u0131\u015f, sa\u011fl\u0131k ve ula\u015f\u0131m altyap\u0131s\u0131 jenerat\u00f6rlerle idare edilmi\u015fti.<\/p>\n\n\n\n<p>Her iki vakada da \u015febeke planlamas\u0131nda dinamik g\u00fcvenlik analizlerinin, geni\u015f alan izleme sistemlerinin ve h\u0131zl\u0131 frekans koruma \u015febekelerinin \u00f6nemi bir kez daha \u00f6ne \u00e7\u0131kt\u0131.
