Ancak 04 Kas\u0131m 2023 tarihli&nbsp;<strong>2023\/15 say\u0131l\u0131 Cumhurba\u015fkanl\u0131\u011f\u0131 Genelgesi<\/strong>&nbsp;ile bu hedef&nbsp;<strong>2030 y\u0131l\u0131 sonuna kadar asgari %30<\/strong>&nbsp;<strong>energy savings&nbsp;<\/strong>olarak g\u00fcncellendi. Bu g\u00fcncelleme, kamu binalar\u0131nda enerji verimlili\u011fi uygulamalar\u0131n\u0131 h\u0131zland\u0131rma ve kapsam\u0131n\u0131 geni\u015fletme amac\u0131n\u0131 ta\u015f\u0131yor.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/apollo.eco\/wp-content\/uploads\/2025\/10\/logo.png\" alt=\"\" class=\"wp-image-4080\"\/><\/figure>\n\n\n\n<p>Bu kapsamda,&nbsp;<strong>toplam in\u015faat alan\u0131 10.000 m\u00b2 ve \u00fczeri<\/strong>&nbsp;ya da&nbsp;<strong>y\u0131ll\u0131k enerji t\u00fcketimi 250 TEP (Ton E\u015fde\u011fer Petrol) ve \u00fczeri<\/strong>&nbsp;olan kamu binalar\u0131; enerji verimlili\u011fi uygulamalar\u0131n\u0131 hayata ge\u00e7irmek, izleme ve raporlama sistemlerini kurmak zorunda.<br>Genelgeye g\u00f6re her kurum, 2016\u20132018 y\u0131llar\u0131 aras\u0131ndaki t\u00fcketim ortalamas\u0131n\u0131 \u201creferans de\u011fer\u201d olarak alacak ve bu de\u011feri baz alarak tasarruf oranlar\u0131n\u0131 y\u0131ll\u0131k olarak Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131\u2019na bildirecek.<\/p>\n\n\n\n<p>Mevzuata uyulmamas\u0131 h\u00e2linde&nbsp;<strong>idari yapt\u0131r\u0131mlar<\/strong>,<strong>&nbsp;<\/strong>ilgili maddeler \u00e7er\u00e7evesinde<strong>&nbsp;para cezalar\u0131&nbsp;<\/strong>and&nbsp;<strong>te\u015fvik-desteklerden yararlanamama riski&nbsp;<\/strong>do\u011fmaktad\u0131r. Bu nedenle, kamu kurumlar\u0131 i\u00e7in enerji verimlili\u011fi; mevzuata uyum, maliyet optimizasyonu ve s\u00fcrd\u00fcr\u00fclebilirlik hedeflerini bir araya getiren stratejik bir zorunluluk haline gelmi\u015ftir.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/apollo.eco\/en\/kamuda-enerji-verimliligi-hedefleri-ve-uygulama-rehberi\/\" target=\"_blank\" rel=\"noreferrer noopener\"><img decoding=\"async\" src=\"https:\/\/apollo.eco\/wp-content\/uploads\/2025\/10\/blog-banner-toplanti-2-1024x202.png\" alt=\"\" class=\"wp-image-4191\"\/><\/a><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Enerji Verimlili\u011fi Kanunu Kamu Binalar\u0131nda Neleri Kaps\u0131yor?<\/strong><\/h2>\n\n\n\n<p>5627 say\u0131l\u0131 Enerji Verimlili\u011fi Kanunu, kamu kurumlar\u0131n\u0131n enerji t\u00fcketimini d\u00fc\u015f\u00fcrmesini, kaynak kullan\u0131m\u0131n\u0131 optimize etmesini ve d\u00fc\u015f\u00fck karbon ekonomisine ge\u00e7i\u015fi h\u0131zland\u0131rmas\u0131n\u0131 hedefler. Bu kapsamda kamu binalar\u0131nda enerji y\u00f6netimi art\u0131k yaln\u0131zca bir tasarruf \u00f6nlemi de\u011fil,&nbsp;<strong>dijital olarak izlenmesi ve raporlanmas\u0131 gereken bir yasal zorunluluktur.<\/strong><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Enerji Et\u00fcd\u00fc ve Dijital \u0130zleme Zorunlulu\u011fu<\/h4>\n\n\n\n<p>Kamu kurumlar\u0131, enerji t\u00fcketimini d\u00fczenli et\u00fctlerle analiz etmek ve dijital platformlar \u00fczerinden izlemekle y\u00fck\u00fcml\u00fcd\u00fcr. Bu sistemler, anl\u0131k t\u00fcketim takibi, anomali tespiti, ge\u00e7mi\u015f d\u00f6nem kar\u015f\u0131la\u015ft\u0131rmalar\u0131 ve raporlama kolayl\u0131\u011f\u0131 sa\u011flar.<\/p>\n\n\n\n<p>Bakanl\u0131k, bu verilerin \u00e7evrimi\u00e7i platformlarda (\u00f6rne\u011fin VER\u0130P veya OSOS uyumlu sistemlerde) tutulmas\u0131n\u0131 te\u015fvik eder.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Enerji Y\u00f6neticisi Atama ve Performans Raporlama<\/h4>\n\n\n\n<p>Toplam in\u015faat alan\u0131&nbsp;<strong>10.000 m\u00b2\u2019nin \u00fczerindeki<\/strong>&nbsp;kamu binalar\u0131nda enerji y\u00f6neticisi atanmas\u0131 zorunludur. Y\u00f6netici, enerji performans\u0131n\u0131 izler, y\u0131ll\u0131k tasarruf planlar\u0131n\u0131 haz\u0131rlar ve&nbsp;<strong>dijital raporlar<\/strong>&nbsp;arac\u0131l\u0131\u011f\u0131yla Bakanl\u0131\u011fa iletir.<br>Bu s\u00fcre\u00e7, yaln\u0131zca insan g\u00f6z\u00fcne de\u011fil,&nbsp;<strong>veriye dayal\u0131 analizlere<\/strong>&nbsp;dayand\u0131r\u0131lmal\u0131d\u0131r.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Enerji T\u00fcketim S\u0131n\u0131r\u0131 ve Kapsam Alan\u0131<\/h4>\n\n\n\n<p>Kanun, y\u0131ll\u0131k&nbsp;<strong>1000 TEP (Ton E\u015fde\u011fer Petrol)<\/strong>&nbsp;\u00fczeri enerji t\u00fcketen kurumlar\u0131 \u00f6ncelikli olarak kapsar. Ancak belediyeler, hastaneler, \u00fcniversiteler ve ba\u011fl\u0131 i\u015ftirakler de genelgelerle bu kapsama dahil edilmi\u015ftir. Bu kurumlar i\u00e7in enerji izleme altyap\u0131s\u0131n\u0131n kurulmas\u0131,&nbsp;<strong>raporlama s\u00fcre\u00e7lerini kolayla\u015ft\u0131ran dijital \u00e7\u00f6z\u00fcmlerle<\/strong>&nbsp;entegre edilmesi beklenir.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Enerji verimlili\u011fi kanunu kapsam\u0131nda\u00a0<a href=\"https:\/\/apollo.eco\/en\/devlet-hastanelerinde-enerji-verimliligi-zorunlulugu-vap-destekli-cozumler\/\" target=\"_blank\" rel=\"noreferrer noopener\">devlet hastanelerinde enerji y\u00f6netimi ve VAP destekli projeler<\/a>\u00a0rehberimize g\u00f6z atabilirsiniz.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Tasarruf Hedefi: %30\u2019a Y\u00fckselen Yeni Zorunluluk<\/h4>\n\n\n\n<p>2023\/15 say\u0131l\u0131 Genelge ile 2030 y\u0131l\u0131na kadar %30\u2019a \u00e7\u0131kar\u0131lan enerji tasarrufu hedefi, yaln\u0131zca elektrik veya do\u011fal gaz t\u00fcketimini de\u011fil;&nbsp;<strong>su, \u0131s\u0131tma, ayd\u0131nlatma ve operasyonel enerji y\u00f6netimini<\/strong>&nbsp;de kapsar.<br>Dolay\u0131s\u0131yla, kamu kurumlar\u0131n\u0131n bu hedefe ula\u015fmas\u0131&nbsp;<strong>entegre veri takibi<\/strong>&nbsp;olmadan m\u00fcmk\u00fcn de\u011fildir.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Denetim ve Yapt\u0131r\u0131mlar<\/h4>\n\n\n\n<p>Enerji y\u00f6neticisi atamamak, et\u00fct raporu sunmamak veya izleme verilerini payla\u015fmamak durumunda kurumlar&nbsp;<strong>idari yapt\u0131r\u0131mlarla<\/strong>&nbsp;kar\u015f\u0131la\u015fabilir.
