Most UAE companies are now on the wrong clock.

Through the first half of 2026 the market heard one message: every entity in scope, no thresholds, fines up to AED 2,000,000, deadline 30 May. It is September, the technical guidance document has not published, and two camps are equally exposed. The ones who rushed an inventory for a route they may not be on, and the ones who heard the date slipped and stopped work entirely.

In 30 minutes we separate what is confirmed in law from what was communicated at MOCCAE's June briefing, and from what the market simply repeated. Then we walk the six steps that hold up whenever the deadline lands.

What 30 May actually was

Article 18 set a one year status adjustment window, not an annual filing deadline. Why the market read it as one, and what that reading cost.

Who carries an obligation today

The law defines Sources broadly, free zones included, with no size threshold. Being a potential Source and being a designated reporter are different things.

Activity data, not your tonnage

The federal ask described in June is raw operational data: fuel records, energy logs, process inputs. That moves the hard work from methodology to record quality.

Federal route vs. emirate route

EAD, DECCA, DSCD and municipal focal points run different scopes, thresholds, portals and dates. Abu Dhabi's facility threshold is an Abu Dhabi fact, and copying it is the most common error.

The authority confirmation register

One row per route: authority, legal basis, designation status, period, deadline with time zone, portal, form version, verification requirement. If a date cannot be traced to an official source, it is not a date.

The data foundation that survives any deadline

Boundaries, activity data map, traceability, controls, retention. The regulatory date can move. A year of operational data cannot be back-filled.
